Per the license plate, it’s 1939. Barely visible, leaning against the edge of the building, is an African-American bellhop. Can anyone identify him?

I don’t know if the timing is right the bellman reminds me of Edgar Diggs.
Was Mr. Diggs a bellman before he was a barber? Could this be Ruel Bullock?
