Happy Hill is undergoing another transformation. As we saw here, the city cleared the neighborhood in the 1950s and later erected the western section of the Whitfield Homes public housing project in its footprint. In 2016, Hurricane Matthew heavily damaged sections of Whitfield Homes, which was already largely uninhabited, and most of the units were razed.
This year, however, the Housing Authority began constructing handsome townhouses at the site.
